Wan Yanhai , the mainland’s leading activist on Aids and sexual minorities,
has left China for the US with his family, saying harassment from the
authorities has forced him into a self-imposed exile.

The director of the Aizhixing Institute - arguably the mainland’s most vocal
NGO - told the South China Morning Post that he and his family arrived in Los
Angeles on Thursday night last week. For now, he is staying at a friend’s
place in Philadelphia.
爱知行(可以说是中国最敢言的NGO)的理事,告诉南华早报,他和他的家人上周四到达洛杉矶。现在,他住在他朋友费城的住所。
“Before we left China, I was under a lot of pressure and was harassed by many
[government] departments,” Wan said in a phone interview late on Saturday.

Wan said not only had the local tax, commerce and industry bureaus
investigated his group in recent months, but the fire department had also
visited his office checking if any regulations had been breached. Beijing
police also made dozens of phone calls to him last month and visited his home
when he was out of town, he said.

Phone calls to the departments went unanswered yesterday.

“I felt my personal safety was at stake,” he said. “The mental pressure was
just too much, so I’ve come out for a bit of breathing space.”

Wan said his family had not received political or financial assistance from
the US. He said he and his wife were travelling on business visas that were
issued in September when they went to the United States for an alumni reunion
at Yale University. Wan was on the Yale World Fellows Programme in 2003.

Wan said he hoped to seek short-term research positions or fellowships at
universities in the US to maintain his family. His four-year-old daughter is
with them.

He said he would also seek collaboration with international organisations to
look for ways for the Aizhixing Institute to continue receiving overseas
financial aid.

Asked whether his departure would affect the morale of his staff and fellow
Aids activists, Wan admitted this might happen but believed his staff would be
capable of running projects smoothly in his absence.

“Even if I hadn’t left, I wouldn’t be able to carry on working normally,” he

Wan said he did not know the reason behind the harassment but believed
officials may be sending a message that they would like him to leave the
country.

“I’m not sure but it looks like they might be forcing me to leave … the aim
of the harassment is probably to give you pressure so you’ll leave of your own
accord,” he said.

Wan’s fellow Aids campaigner, Dr Gao Yaojie , the mainland’s most high-profile
HIV/Aids whistle-blower, also left China for the US last year.

Another fellow activist, Hu Jia , was sentenced to three-and-a-half years in
prison on the charge of “inciting subversion of state authority” in 2008.

While acknowledging that the central government has also made significant
progress in its Aids projects, Wan said it did not like criticism, especially
when it could potentially embarrass officials. Wan had accused provincial
officials in Henan of covering up a blood-selling scandal in which at least
150,000 people became HIV-positive.

for two or three years. “In China, I was a bird in a cage … by leaving China
I’ll be out of their control and they might have more consideration for your
influence,” he said.

HIV/Aids campaigner continues his fight for a more democratic and fair China

From a lone campaigner on a bicycle distributing Aids prevention fliers to a
prominent activist closely watched by the government, Wan Yanhai has always
given the impression of being a fearless maverick.
But the bespectacled, slightly built 46-year-old former health official says
he has always been very reserved.
“Many people say `Oh, you’re so brave’ but actually I’m a very timid person,”
Wan said in Hong Kong last week before he and his family departed for the
United States. “Even crossing a footbridge scares me.”
A passion to help Aids victims and an overriding sense of moral obligation are
what prompted him to brave the daily pressure over the past two decades.
Wan lost his job in the Health Ministry in 1992 when he launched the nation’s
first HIV/Aids counselling hotline, which officials closed the next year. Two
years later, he founded the Aizhixing Institute, an independent NGO that aims
to promote Aids awareness, advocate policy reforms and ensure that vulnerable
communities have access to health care and legal protection. In 2008 Wan and
the Aizhixing Institute helped found a centre for lesbians, gays, bisexuals
and transsexuals in Beijing.
From 1994 to 1997, Wan played a key role in exposing the connection between
blood transfusions and an outbreak of Aids in Henan . More than 1 million
people there sold blood to government-run clinics, which collected plasma
during the 1990s. Due to improper procedures, at least 150,000 people became
HIV positive.
By bringing the blood-selling scandal to the attention of the media in 2001,
Wan passed the point of no return. He has been detained three times in the
past eight years and taken in for questioning on numerous occasions. In 2002,
he was accused of “revealing state secrets” and detained for nearly a month
after he posted on the internet a government report showing that Henan
officials had ignored and covered up the blood contamination scandal.
In late 2006, he was detained for three days after police ordered him to
cancel a workshop that would have brought together HIV victims and NGO and
legal professionals to discuss the spread of Aids through blood transfusions.
He was detained overnight in late 2007 shortly after fellow Aids activist Hu
Jia was arrested. Hu was later sentenced to 3-1/2 years for “inciting
subversion”.
Although Wan has received international acclaim for his work - he was the
winner of the Human Rights Watch’s award for action on HIV issues and human
rights in 2002 and received the Fulbright New Century Scholar and Yale World
Fellow awards - this has not made his work at home any easier.
Police have always made their presence known around sensitive anniversaries,
high-profile events, such as the Olympics, and international dignitaries’
visits by following him everywhere and parking outside his home. Police have
knocked on his door requesting to check his and his family’s identity cards.
His landlord has been pressured to stop renting a flat to him. He believes his
phone calls are monitored.
Asked why he would carry on in the face of such harsh conditions, Wan said he
felt compelled to speak out for the underprivileged.
“It’s my conscience. This society has too many problems and you have to have a
sense of moral obligation towards it,” he said. “So many children have been
infected because of blood contamination. There are too many disasters in our
society. We must work hard to make changes. Otherwise, we - our families, our
children - will be victims, too.”
Despite his strong sense of mission, Wan admitted the pressure had become too
much recently.
In March, the Beijing tax authorities sent inspectors to check Aizhixing’s
accounts - the second time in the past year and a half that they made surprise
visits to the office. The same month, the Beijing Industry and Commerce
Administrative Bureau sent inspectors to his office, and last month, the fire
department visited.
Recently local NGO partners have been told to cut contact with him. In March,
police stormed into a lecture he was giving at a Guangzhou university and
stopped him from delivering the rest of his speech.
“I have been under lots of pressure. I can’t put my mind to rest,” he said. “I
can’t stand it any more. I’m not made of steel.”
Wan said he feared his group would meet the same fate as the Open Constitution
Initiative, or Gongmeng, the independent legal aid centre that was raided and
closed down last year over alleged tax evasion. Gongmeng was fined 1.42
million yuan (HK$1.62 million), and its founder, Xu Zhiyong , was detained for
three weeks.
Beijing does not allow independent NGOs to register as non-profit
organisations without a caretaker, often a government department or
government-backed agency. But that is nearly impossible, so most are forced to
register as companies and must pay taxes.
Wan said that by scrutinising Aizhixing’s activities and stepping up
harassment on him, the government was sending a message that if he continues
his activism, what happened to Gongmeng would also happen to his organisation.
“If I carry on being unco-operative, they have ways to make me feel
uncomfortable,” he said.
Asked whether he worried that he too would be arrested, Wan, the father of a
four-year-old girl, said: “Yes, of course. This is my No 1 concern.”
Aizhixing still collaborated with government agencies up until 2007, but Wan’s
campaign to seek compensation for the victims made the government feel his
organisation posed too large a threat.
Aizhixing’s criticism of the government, promotion of human rights and largely
overseas funding have made it unpopular with authorities, Wan said. It also
represents an independent voice and has extensive networks with grass-roots
NGOs - all of which make the government uneasy.
“I think it’s their political fear. We were suing public hospitals and were
receiving a lot of funding from abroad. I think they wanted to rein it in.”
The general environment for NGOs has become the harshest in recent years, Wan
said.
The State Administration of Foreign Exchange has this year tightened
restrictions on overseas donations to independent domestic NGOs, requiring
them to meet new conditions, among them the presentation of certificates of
registration of the overseas donor organisations and a notarised donation
agreement.
Wan fears the new regulations will threaten the survival of the mainland’s
fledgling civil society.
Analysts say Beijing is particularly sensitive to the growth of a robust,
civil society, mindful of the role that independent groups, such as the labour
union Solidarity in Poland, played in the meltdown of the Communist regime in
Warsaw.
But Wan said he is not anti-government. After all, his father joined the
Communist Party as an idealistic young man and worked for the government all
his life.
“We’re not against the Communist Party. We have our views on democracy and
human rights, but we’re not against the Communist Party,” he said.
“But I want to say to the government: China should be more democratic, China
should protect human rights and the law.”

其实爱知行我一直觉得是最奇怪的 又没有明确反过tg
更不要说高女士还是感动中国十大人物…
做做艾滋病防护对主流社会的冲击几乎可以忽略不计 怎么混得比公盟还惨
不过一直觉得他们几位太伟大了 这样的环境下还为了民族这样在干 80岁了都要流亡…

万延海曾说,魔鬼之所以可怕,是因为人们不了解它,一旦敞开谈,发现没有什么秘密,也就不可怕了。

致力于卫生维权多年的万延海上月底到香港。在暂留了七天后,上周四携妻女飞往美国。他周一在费城接受本台电话采访时说:“大家都很震惊,我们自己坦率的讲也是。离开北京的时候并不知道要去哪儿,很多出国文件并没有准备好,在香港逗留的最后一天下午,我们要紧急处理往美国的机票问题。心情上来说,跟出逃没有区别,但方式还是不会用逃亡的方式。(本身就有这个打算是么?)对,三月底就有这个想法,但机构内还有一些安排没有处理好。到香港第二天派出所打了五个电话来问我在哪里,还回不回去。我说在香港出差,会回去的,因为那个时候我们还不清楚最后能不能走得掉。”
万延海表示三月份以来,他担任法人的北京爱知行研究所(由于民间组织登记难的现状,用商业登记为北京爱知行信息有限责任公司)先后受到工商和税务部门的立案调查取证,情形与去年北京法律公益团体被取缔前夕类似。而宣传部门通过禁令阻止该机构和他个人的名字在媒体上曝光,他在广州的大学的演讲也遭取缔。与此同时三月外汇局新出台的严控政策令一直靠国际基金运作的这一公益组织面临财政危机。
作为法人代表的万延海用“突围”形容这次离开中国,他希望此举能为爱知行研究所打开生存的空间。
“因为现在外汇局的政策对外汇有严格管制。如果我们在国内用非正式的途径运行基金的话会有风险。作为法人代表,我离开实际上把风险转移了。而且如果机构不能在境外有个运行空间的话,就等于等死。我这次离开中国与其说是逃亡,不如说突围吧!因为不仅是个人的安全问题,而是整个机构的考虑,包括相关很多民间组织。我觉得应该充分把这些问题讲出来让大家知道,对我们机构以及中国的民间社会发展都会是一个帮助,因为现在大家都在分头处理自己的困难,而且实际上是非常困难的。”
目前持美国商务旅游签证的万延海一家人的下一步仍未确定。

政府对研究所和他本人的打压越来越严重。报道说,“压垮他的最后一根稻草”是4月20日北京市消防部门以安全检查为名对他们进行的骚扰,第二天又派了地方消防部门的人员前来。他的朋友克劳斯告诉纽约时报说,万延海告诉她,北京市政府税务部门的官员也来找他们,这是不寻常的。美联社说,来找麻烦的还有商务部门和行业部门的官员。
去年7月北京公盟法律研究中心就是被当局以“偷漏税”为名取缔的,其负责人许志永被当局带走羁押。万延海说,老实说我非常担心。我感到如果动作慢了结果可能不太好。纽约时报说,虽然万延海及其组织过去也受到打压,但最近的检查的背景是当局对民间组织和草根团体的范围更广的镇压。

打压民间艾滋病公益组织的目的很明显,很顺乎土共的逻辑。
高耀洁说“当前中原地区艾滋病主要传播方式是血传播。”1995年前后兴办其各类血站,当然都是官办的,但即便是地下黑血站,也都是背后有公权力在撑腰壮胆。一时张贴起各类标语,“献血光荣,救死扶伤”、“采血好处多,单采比全采好处多”、“血跟井水一样,抽几桶还是那么多”、“多采血可以不得高血压”……有时候,一台拖拉机、一个离心机、一些反复使用的胶皮管和针头,便是一个流动血站。从各地的防疫站、妇幼保健院、工厂、政协、人大等等,各路神仙都开起了采血站。卖血也成为当地农民的一种收入、生存方式,靠卖血筑房、娶妻、育儿。
但是,官方的宣传一直将艾滋病说成是卖淫嫖娼和注射毒品的产物,也就是说,得艾滋病的人多是品德败坏、做了坏事者。其实大部分中国的艾滋病患者,都是通过卖血和输血染上不治之症的,数不清的无妄之灾,数不清的冤死者。宣传的误导,很大程度上导致了社会对艾滋病人的冷漠和远远畏惧,这反过来催生他们的反社会人格。
你要调查艾滋病,最后都撞到了官官相护的权力面前。

万延海接受本台国语组访问时表示,暂时未有计划向美国寻求政治庇护。他在三月底时就有前往海外的想法,但离开北京时,仍不知道往那里去。他以公干的名义来香港,期间决定到美国。
万延海说,爱知行研究所近月来,先后受到工商和税务部门的立案调查取证,而当局对他个人的打压骚扰,亦越来越严重,令他感到个人的安全亦受到威胁,迫使他决定离国。他又说,现时外汇局的政策对外汇有严格管制,令他们接受海外捐赠有更大的限制。万延海形容这次出走到美国的行动为“突围”,希望此举能扩阔爱知行研究所的生存空间。

正在服刑的北京维权人士胡佳曾是爱知行的执行所长,其妻曾金燕亦参与爱知行的工作,曾金燕表示不方便接受采访,但她在其推特上表示对万延海的遭遇感同身受,对他的选择虽然觉得有点遗憾,但还是非常理解。
中国外交部发言人姜瑜周二在例行记者会上,被外国媒体追问万延海在美国寻求政治庇护的问题时,并无正面回应,只表示政府一直依法处理。她说:你说的这个事件我们没有听说,但是我可以告诉你,中国公民的各项合法权益都依法得到保护。我也相信有关部门也是一直依法处理有关的事件。
